i say the sr fork is, but thats just one opinion. i can tell you this though, fid forks are much lighter than sr forks. no one disagree with me on that

the only reason the french id has a thicker steertube is because its aluminum, not chromoly

SR forks have a pretty thick steerer, the problem is they were welded. I'd say pinned FrenchID until the new SR forks come out.
