hey i just need to know, whats a good type of spray paint and clear coat that doesnt cost alot

Be generous. Just do smooth, thin coats, and give it 15 minutes or so to dry before starting the next. I did at least 4 coats of clear on my raw Scepters and they still look amazing, they're all beat up and they still haven't started rusting at all. At least 3 coats of each though I'd say.
