painting forks and bars?

well i have a raw inward fork and its starting to rust and i ordered inward bars raw so im just wondering whats the best spray paint i can use to paint them and should i sand it down and clear coat it? thanks

I really doesnt matter what kinda of spray paint you use.
But.

Sand it down.
2 coats of paint.
clear coat it.

good to go.
