Pegs on scooter without putting the front peg on the fork ( hard to explain)

ok so I was at the skatepark when I saw a guy with home-made pegs. The back peg was on the regular spot and I thought they were just regular custom pegs when I noticed that the front peg was not on the fork but on the deck. They looked really cool and he was doing like 50-50 grinds on them. Does anyone know how he made these pegs???

Drill a hole through your deck and put the peg/bolt on the deck? Pretty simple.

I tried doing this a while ago with a bolt going through my foldy when I had a razor pro... the bolt wasn't strong enough and just bent but i kinda expected that.
