phoenix deck break help me

ok so i need to fix my brake on my phoenis deck it wont go down like at all its almost rubbing my wheel also i nned help thats the only thing thats keeping my scooer from being completly dialed.

mess with the spring or grind the edge of the brake down a little, the side with the holes btw
