Phoenix Flex Fender Help?

I bought a reventon came with the flexy, and the washer it came with. When i put it on the first time, i dont remember if it was a flat washer, or a v shaped washer, but when i put it in, my bolt rises too high so i didnt use the washer, only thing is that im wondering, was i supposed to put my washer on ttop?

Lol my ass, i was stupid and put the silver washer on the top of the bolt and bent the washer and its all v shape now, and now i cant put that washer on the bottom where the nut goes.

is the silver washer that goes above the nut below the deck necesary?
