Phoenix integrated headset help!

i got my deck yesterday, i put it all together today, i have phoenix phorx and when i put the crownrace on it goes all the way down so the deck and forks are flush together, thing is is now they are rubbing and i cant get my headset tight enough to were there is no wobble in it. its like the crown race is to small and not giving enough space between the deck and headset???

any help please?

you can either file your fork or headtube, the choice is yours...

wouldn't this not work since the steerertube is tapered where the crown race goes for a snug fit?
