local body shops usally can do all the work if you ask just get the metal and have them weld, for like 15 bucks, them get em powder coated for like 20. google local paint shops

Normally an auto body shop would do it, but I know the bike shop in hackettstown skatepark does it

You can get Wee bars, they have a lott of colors.
