In my opinion the best way, for the majority, to improve the scooter community is.
1) Ignore annouying and negative kids. When they realise they're not getting a reaction they'll stop posting.
2) Try and think of a constructive and postive things to say.
3) Support and encourage riders that have respect.
4) Help others improve at scootering
5) What I've found personally has the best impact on the scooter community is, making friends with bmx and skateboarders. Break down the outsiders steriotypes of scootering.
