Rocker Arm Problems

Hello all, new to this forum so please inform me if i'm doing anything wrong. I bought a bore kit from ebay and i started to put it together last night. I have a 2013 TaoTao. whenever i'm trying to set up my rocker arms on top dead center i have a lot of play in them and i can't set up the valve adjustment, if i turn the cam one is in place, and i have to keep turning the cam for the other arm to be in place, can i set them by that? I've watched a ton of videos and they just keep it top dead center and the arms fit up perfectly, please help, it's my only way of transportation >.<
