I would try to twist it out with needle-nose plyers but if that doesn't work do this...
On the edge of the bolt that is stuck grind down the sides so it looks like this.
regular bolt= O What you should do to your bolt= =
You can grind it down with a tool like a dremal or a bench grinder
Once you do that you can get a grip with a wrench and twist it out.
If that doesnt work well...
You kind of have to drill it.
