SCS brass knuckle Problem

ok i have a problem with my SCS i have a cane creek sealed headset and i put the star nut in the forks and its tightend but my SCS still wiggles i dont understand it plz help ty

take a peice of wood and put it on top of ur scs and get a hammer and bang it down make sure coomp. bolt and all other bolts are out

i did do that my scs is touching all the way down but it still wiggles
