You tightened the compression bolt first before tightening the SCS right?
Bearings aren't upside down? (caused a prob with me)
Headtube not ovalized?
Compression ring in place? etc

Take everything apart and put it back?

what kinda headset are you using? it could be that the top cap of ure threadless headset has a rubber ring in it coz its cheaper then making one that just fits perfect metal to metal. i had the same problem with my jetblack headset...if that is the case with ure headset try a soda can shim around the rubber ring in the top cap so it sits tight

Yeah Jetblack headsets are a problem because they don't have a split compression ring.

I got myself banned.
get a rubber mallet and make sure the bolts are all loose and just bash the fuck out of it until its solid. then tighten the compression and bolts and shit and it will never move again. if you dont have a rubber mallet you can use a piece of wood and a hammer.

all you have to do is loosen every bolt take out the compression and bang the more clamp down so the clamp can compress it more then put the compression bolt back in tighten that and then tighten all the bolts Problem Solved

if its a proto one...you have to put a bit of glue on the bolts to get them to tighten proberly cause they loosen easily
