The washer wont work with your french id, it's a standard large washer. You could probably buy a washer from the hardware store that would fit though. And yes it would work with a 110mm wheel. It's basically a standard inverted compression with a free extra star nut, all anodized blue, for cheap.

Don't have an exact date, they are still being made. I would estimate around 2 weeks though.

Maybe in the future. Bars are harder to stock because of the sizing and all of that. But eventually the goal is to stock everything.
