slight problem

i brought fat forks of ebay and they wobble i have:
tightened the lock nut
tightened the bars
checked they were the right size
asked a whole lot of people
so.....what do i do
i have come to the conclusion that that little round thingy (a spacer i think) but it fits loosely so that must be what has happened any ideas on how to fix it?????? thnx
