spacer problem

Ok so, my eagle was ovalizing so i put electrical tape in the bearing slots. then i put the bearings and spacer back in and the spacer is loose. when i tighten up the wheel it doesnt spin and the spacer still moves a little bit. the bearings are all the way in the slots and its still loose. i don't have a longer spacer. is there anything i can do?

Did the spacer fit before? Cause maybe there's a little bit of tape in the way so the bearings can't go all the way in.
