Steering coming off (clamp?)

I bought a cheap 30 dollar scooter at walmart to use to traverse across my huge campus. The steering has been problematic, but I've always worked around it, but now I want a more permanent fix.

So the steering comes off. There are threads that I assumed you would twist the steering back to the main body, but you can literally push/pull it off if you do so at a 90 degrees. I just lean excessively towards one side so that it would stay connected and the force would still allow some steering. I have no idea why it is like this but I am assuming that the clamp is loosened? (i will try to get a picture in later as it says the picture is too big when creating the thread, can't even do link cause im new...)

Put down here money on a scooter, or cop a longboard. Rule of thumb for both: nothing under 100 dollars
