stock headset problem

alright well i just got back from buying a new pro model since i snapped my last one. the headset is on way too loose and there is a lot of play in it but the nut and top cap (the things that thread onto the fork) will not move on the threading at all so i cant either get them off or tighten it up more. what should i do?

loosen them up so you can see the bearings and some of the forktube, (wheel in the fork, fork in a vice, vice grips)

then grease a lil on the threads where the nuts are supposed to be.

or just use vice grips and tighten them more

edit: alright well i decided to let it soak in some wd40 and about an hour later i tried turning it off again and this time it came. when i got it off i noticed that all the threads were covered in rust and yet it was a vrand new scooter. wtf?

well anyways i guess this thread can just get locked nonw but thanks a lot for the help guys i really appreciate it.
