drill a bigger hole, thread it and use a bigger bolt

You could find a bolt the same size that sticks out the other side and then put a nut on it?

Helicoil it. Pop into your local bike shop and they will be able to install a thread insert into it. If you get really stuck send me an email through my website www.empirescooters.com and I will fix it up for you for the cost of postage.
