Devin ,That's what an idiot would do..., Try drilling it out, but be careful. Or you could get rid off one head of the bolt by kind of sanding it off with a drill bit, get a thick drill bit and just try get rid off the head of the bolt then hammer out the rest of the axle.

how big like as big as it can to fit into the hole

So the Allen key holes are rounded? Stripped is what happens to the threads of a screw, bolt or nut.
It seems your drill bit is either blunt or too small, use a sharp 1/2" twist drill and make sure it's spinning the right way.
If you have access to an angle grinder you can grind the head the axle off or cut a slot in the head to make it like a slotted head screw.
Another option is to JB weld some little handles on to the heads of the axle.

and i could probably get a hacksaw in there and cut the head of the bolt off
