You know those black stuff?Get a knife or a flat headed scrwe driver,poke it inside those black rings and dig em all out. After digging all of them out,Your scooter's neck will be able to be seperated once you pull the screws out.

Pull the screws out and dig all the shit and springs inside the neck out too. Its all digging.Don't worry.Its impossible to ruin your scooter at that area.I was worried like a duck once but then I just digged everything and just got everything out simple.
