I have no idea if this will work, but put it in some vice grips and try to tighten it so the bearing cup bends, if you dont mind loosing that cup.

But wouldnt that bend the headtube aswell?

you need a hammer and a punch and you need to take the forks and bearings out (duh) and from the top put the punch on the little lip of the cup inside the headtube and pound it. but do it evenly on all sides or you will flare the headtube and that sucks. on scooters its usually pretty easy and its easy to flare the headtubes. and uh to get the new one in use a 2x4 or a block of steel or somthing and put the cup on the headtube and beat it in but if it goes a little crooked tap one side then the other to keep it straight.
^if thats what you been doing then just keep going it will break loose eventually^

Thanks corey that helped alot, i got the bottom cup out now i just gotta do the top.
