depends. obviously sensor size does matter but its also other stuff like the technology involving the colors and other shit i can hardly explain.

some of these photos are sick, can you guys recomend a cheap camera around 200 dollars?

Nikon D70's are great cameras especially for beginers and the 18-70mm kit lens is pretty good for a kit lens, beats the 18-55 made by Nikon and Canon. If you can get a 35mm to go with it.
 
this may be a stupid question.. but does megapixels really matter

I just saw this...but to answer your question yes and no.
Megapixels will come in handy when printing your images because the more megapixels the larger image you can print without distortion, but they do not affect the image quality at all. Some cameras have low megapixels but shoot a better overall picture than a camera with high megapixels
