get an SCS
more bar choices
overall if you have a baby SCS its probably no heavier than HIC because HIC uses bigger bars

I'd say HIC just because of the simplicity of it. It took me a lot longer to screw with my SCS than my HIC to make it solid. Every time I had to adjust something, I'd have to take the time to stretch the SCS so I could get it off my fork. And getting an allen wrench that would fit inside the SCS to tighten it was really annoying. I had to ghetto rig a socket. With HIC, all you do is put the shim on and tighten the top cap. Automatically solid. And HIC is compatible with ANY fork as long as you have a long enough shim. Never have to worry about ugly ass spacers or cutting forks like with baby SCS.

Yes it may be simpler but if you live in uk, its near impossible to get HIC bars and SCS fits with any bars, so i reckon he should get an scs because there is more types of bars available.

SCS eliminates the slit in your bars, making them stronger. You can use any bar with hic, but you have to taper your bars if they rnt hic already.
