Threaded Headset PROBLEMS!

okay so I was making a back up scooter and then i bought a pro model threaded headset. I installed it with a threaded fork and now I have ALLOT of trouble turning. My turns are like not fluent and stuff. I can barly whip too. HELP!!!!!
 
okay i tapped the crown race on the fork, then i put the bearing up in the cup thenn i slid my inward extreme on. then i put the other bearing over top after that I put the 2other parts on. I am using a threaded pro headset. so idk. very hard to turn.

if theres play do this: put everything on except the nut that goes on the very top of the fork tube and the nut that goes right above the top headset cup. put the nut thats right above the headset on and tighten it with ur hands. once you start feeling any pressure stop. no put on the very top nut. tighten the top one with a wrench while holding the nut above ur headset with ur hands. this will cause the bottom nut to be loose for it to spin but the top one will be tight enough so you dont have any wobble. ive done this to a couple of scooters and it works. also make sure u have lube on the bearings, that helps.

The top one would have anything to do with the play lol.

Its the first nut that goes on that controls the play ect ect...
