Threshold/Tilt headset/Tilt SCS issue

I'm making this thread in the general space because I'm not fully sure which component (if any, might be operator error) is at fault here.

I am building up a new scooter, and I have a threshold, tilt headset, tilt SCS, and Phorx.

When I assemble the headset bearings, something didn't seem right to me right away. On the top cup, the bearings don't seat below the top of the integrated cup:



I'm not sure if this is how all Thresholds are, but I feel that in the past (it's been a year since I built a new scooter) that the bearings didn't do this.

On he bottom, the bearing sits WELL below the surface of the cup, something else I don't rememeber. I feel like they're usually flush:



So, when I put in the centering shim around the steerer tube and put the top cap on, the top cap doesn't come in contact with the top of the head tube:



So my overall problem is that when I put my SCS on (yes, i used a spacer because my compression cap bottomed out), and I tighten it all down my headset still wobbles. I wasn't able to mechanically diagnose why any of what I posted above would stop the headset from compressing, so I'm just looking for answers from other who ride these components or have heard or seen similar problems.

did you put in the centering piece, and crown race? the top bearing is supposed to be higher and the bottom one is supposed to sit in the headtube so it sits lower

Yes sir, i did put the crown race on my fork and the center sleeve in the upper bearing. Thank you for responding.

Figured it out - compression bolt was bottoming out on the Phorx integrated starnut. Thought it was tapped through. Whoops!

The bearings are supposed to sit like that, and you usually need to run a 2mm or larger spacer with tsi decks.

the topcap isn't supposed to touch the headset cup. your fork is too long, you need to cut it, or run a headset spacer. problem solved.

Like I said above guys, I thought the threaded hole on my Phoenix fork was tapped through, but the compression bolt was bottoming out. My OG post did say that I was using a spacer to prevent my fork from bottoming out.
