Top Cap?

My shim for my scoot wasnt hollow it had a built in top cap ? so all i had to do was put the bolt through it, was this right or No please help?

yes it's fine.... Think your situation through more. if it has a built in top cap obiously it was supposed to. Not trying to be a dick but still.
