Trouble with Fork Race and Headset.

I'm having trouble with my fork race. On the ultra pro fork, I'm having trouble getting the race off. I hit it with some good force and it just stays there. I think that razor accidently welded it on.

If I have no way of getting it off, is it possible to run a cane creek s-1 headset with a stock fork race?

Keep hitting it. Put it in an oven, heat it up, hit it some more
