TSI flexfender

Ok, so, I bought a TSI flexfender. The 110mm size, and I had to put the break on top of the deck instead of on the inside because when I put it on the inside, it touched my wheel, which is 110mm, anyone know why? Also, my break is kind of hard to push down, will it wear in?
