Just call them, or write to them why they should let in scooters and what the common misconceptions about them is, etc, etc. And if you don't act mature about it, then they'll just think that everyone who rides scooters are a bunch of little kids..

Lol imagine me calling from China. Err if you are going to do it , I suggest you call on different days and for a long time and not in 1 day they receive 112414 calls and then theres no more calls.
