vertx smx v2 fork problem PLEASE HELP!

ok so my vertx smx v.2 fork has the integrated removeable starnut, and you know how it has on the one side the park u can put the allen in at? yeah so a bolt only screws in the starnut on the side without the bolt thing. how am i supposed to make this work????? and is this normal??????

It's a starnut that screws into the fork.
