Since, from the sound of it, he has just started I don't think spending loads of money on a TSI is needed.
Just get a razor pro and bolt the folding mechanism and reinforce the fork and it should last you a while until you start doing bigger tricks, then you can upgrade parts you want like metalcore wheels, one piece bars, aftermarket forks, and one piece decks.
Or, for a bit more money, you could get an ultra pro, which comes with a one piece deck, one piece bars, and a better fork. It should last you longer and withstand bigger tricks when you progress.
