Does it have a tight spot or is it stiff and shitty feeling all the way around?

If it wiggles and it wont spin then Maybe your bearings are just fuckerd up.

Other wise tighten it until there is no wiggle and look closely to make sure neither of the bearing cups or headset races are crooked. This could cause it to lock up.

Ahhh yeah id just take it apart then and figure out what it causeing it.

I had problem like that on my bike for years. The stem was uneven causing the top race to press down on the bearing unevenly.

Check the gap between each headsety peice all the way around. If it is uneven or almost touching on one side then you can be sure somthing is pushing unevenly on your headset. Also check the fork race and headset cups to make sure they are all pressed in evenly all the way around.

i did that and its still being lame
it just doesnt get stuck now
but its all even and still REALLY slow

You probably have bars that were cut by hand.
If the bottom of your bars is even slightly crooked, it will rub against the top cap of your headset, making it sit crooked.

Alright, you might be sol if you're using a Pro headtube, as they're cut at an angle, making it so the cups aren't straight. If that's not it, make sure that the race is flush. If you're riding threadless with a compression system, see if your bars are flat on the bottom, if not you might be able to toss a headset spacer under them and help that out. If all of that and it still doesn't work, you've probably put it together wrong. That's what I'm thinking is the problem, cause if you've tightened it all the way and it's still loose, it's not just a little uneven surface.

these things are impossible to solve unless you actually have the headset in your hands. its hard to do by typing.
