why isnt my scs working

all my stuff is threadless and the starnut in my fork was too deep so i took the long bolt from hic compression and sawd it down and screw that into my fork but its still loose whats wrong?

that happened to my friends scs everything was tight but it still wobbles

we found out that his fork wat about 3mm to long

Yeah could be that your Forks too long... Either saw the top of your forktube or get a headset spacer.
