Because the top hole is just the headtube. It's not even connected to the deck.

because bro the neck only comes off of the deck so far. that top hole on the pro model headtube isn't attatched to the neck. if you bolt it to the neck it'd be a lot stronger

The two bolts are for the only two holes in the neck that's bolted to the deck. The top hole isn't attached to anything so there's no point. I don't even have the deck and I know that.
