For the second time, the wheel sticks out farther then the dropouts so it doesn't matter.

It's a crack, if you are unsure remove bits of the paint to get a better view

Shipping with USPS is pretty fast from US to Sweden usually takes around a week or even less in some cases for me.

wheels are 80 and shipping from FD around 10-12$ and shipping with cheapest USPS option form US to UK is around 15-20$
