With trucks try to pass the bars at first. I always found them easiest to learn flat rather then like off a curb. Try and throw the bar right off and just focus on the spin.

yes. They have different headtube angles as well as length. Which will affect tailwhips a lot along with airs for me. But within like a week of riding you will adapt.

District clamps are good if you know how to tighten bolts correctly and maintain them.

What are you trying them out of? Flyout? Bank? Ledge? If you just learned how to catch bars. I would get a bit more comfortable with them before trying a bar to whip. And one last tip fully commit to the trick. Do anything possible to land your feet on the deck after the whip.

1. Stop making the first letter of every word capital. 2. I would keep your deck and upgrade verything else (New wheels, headset, bars, HIC, forks, etc).

I would look into an ultra pro lo or a normal ultra pro. the lo has bars 21 high by 14 wide. (which is a good height but really narrow). The normal ultra pro has bars 26 high by 18 wide.( great width but the bars are way to high.) Depending on how much you have left I would buy some new grips...
