Technically you are not supposed to do that but it works if you are careful. I still don't totally recommend it though. Just take it to a bike shop. They have tools to do it.

TIG will produce the strongest weld especially for a scooter application but there is nothing special about chromoly that wouldn't make it weldable by any other process.
