With ICS, it is soo hard to get ride of the wobble. Your bolt may not catch enough of the starnut threads, but even if it did and you tightened it all the way, it would not spin well. ICS is flawed that way

I have taken a screwdriver and pryed the starnut out a few times. Just flatten it and put it in the bars again. Barely get it in. Put your fork through the headset and bars over the fork. Then hit the bars downward to push the starnut in a little at a time until the bars rest completely flush...

My Phoenix fork did that too. You just tighten it where the wheel doesn't rock or feel loose and leave it at that torque. Aluminum forks are a little more flexible like that. Torque it lightly and keep a tool on you when you ride in case it wasn't enough. Takes a few tries to find the perfect...
