is is stock if it is your chances will be slim on getting it dialed but you can stop it by rattling by getting grade 8 axles at the hardware store, tightening the headset, and make sure your grips are properly secured.

get some spray paint take your scooter apart and apply an even coat of spraypait to each part. there is no special method to painting parts
