not the bottom one. it will be too tight and nothing will spin. tighten the bottom so it spins about 2-1/2 times, and tighten the top one onto it. using a socket/pipe wrench, tighten them TOGETHER. the top one down onto the bottom, and the bottom up onto the top one.
