a. why am i so short?

brakes are good for 2 foot manuals to control and save money as you dont need to buy shoes as often. and 110m wheels have more tread and are faster but then they cost more so its up to u

well i got a phoenix fork today and its used from "Zach!" and its great but when i try to tighten the wheel it will shake so i tighten it more and then it wont roll, there is no space in between where its a nice spot of not shaking and rolling. Does this mean it is bent?

No it means u don't have bearing spacers I've.never seen a bent phorx

k well yea i dont but ill put some in and thanks but now i have a new problem, so i got my scs i tighten everything to almost where it the fork wont even move but i put my bars on and the fork wobbles around still this is my headset( i just took it off my bike haha)cane creek vp-a7. i measured my bikes fork and it is 1 1/8 so is it just a problem with the headset?

Sounds like you didn't take all the parts off your bike fork. Make sure you have the compression ring and crown race, and that everything is installed correctly. And for future reference you're just gonna break headset bearings by overtightening your SCS.

It's definitely your headset. You shouldn't be able to tighten your compression to the point that your fork doesn't move with the short side of an allen key. You need ALL of the headset, and you're definitely missing pieces. Also, you need the bearing cups from the headset, not just the stock cups.
