yes. sometimes they will even rust if you put clear coat on them. thats what sucks about raw steel

They rust with clear coat because the steel is usually handled by dirty, sweaty, oily hands right before the clear coat is applied.

If you really want to get a "rust" free clear coat you'll have to handle the bars with lab like procedures.

*Get some cotton gloves so you don't transfer the oil from your hands.
(even clean hands have natural body oil on them)

*Wipe down the bars with some Acetone

* Clear coat

really isn't worth it though- the bars get so banged up

Yes.

1-3/8"OD STEEL Handlebars are generally referred to as "Oversized" and are compatible with the following:
Oversized Option 1) Stock Threaded Forks using a Hidden Internal Compression (HIC) Step-Down Shim to convert the ID of the Handlebars from 1-1/4"ID to 1-1/8"ID to fit properly on the forktube and an Oversized Clamp with an 1-3/8" Inner Diameter (ID). This Option requires the base of the Handlebars to be slotted to allow them to compress and clamp securely to the Shim and forktube.

Oversized Option 2)Threadless Forks using a Hidden Internal Compression (HIC) kit to convert the ID of the Handlebars from 1-1/4"ID to 1-1/8"ID to fit properly on the forktube and an Oversized Clamp with an 1-3/8" Inner Diameter (ID). This Option requires the base of the Handlebars to be slotted to allow them to compress and clamp securely to the Shim and forktube.

Oversized Option 3) Any Oversized SCS with an Inner Diameter (ID) of 1-3/8"ID. Using these bars with an SCS does not require you to slot the base of the bars and is the strongest, longest lasting option.

i used a shim from a proto half knuckle, but i cant get it in the bars.

That shim goes on the OUTside of Standard bars :)

I'm headed to work and I'll take some photos of how to do it since I have some OS bars, Standard bar tubing and a Shim from a Proto clamp.

I have a RUP with the standard threaded forks to demonstrate.
