I've heard people say about how they want to cnc the cross bar, so its thicker near the middle and thinner at the edges - strong and light

I dont think its worth it because it would be so expensive, but if you can afford it then do it, it would look and feel sweet I reckon. :)

There different types of cnc machines based on the axises they can machine on. Some can only do flat cuts and holes and such in metal while some can make complete parts from a block of aluminum. You also have cnc laser cutters, water jets, etc.
 
It's absolutely not worth it at all. It would costs hundreds of dollars and you wouldn't see much of a strength increase. You'd also be wasting so much material and time, it's just stupid.
 
I once came across some aluuminium (aluminium) bars with a cnc crossbar with 25mm inside reo for like 50aud, I wish i had bought them :(
