I get a little higher now, but i think its my griptape, its worn out and cant keep my feet on it, i'll go buy some griptape later on...

Pretty much what everyone is saying, just pull up hard and tuck your knees up. Like a way to get the feel of that would probably be similar to a cannon ball, like the concept of tucking your knees up high, but you don't have to actually J Hop, I mean you could do it straight up, but a J Hop would keep you from clipping when jumping on to something.
Ya griptape is also a big factor with anything in scootering

Start by finding large ledges to stall on, I can get up to 3 and a half feet (for the stalls) and it has helped me exponentially on getting onto higher ledges and rails (although i am still learning rails).

Yea, that usually forces me to commit. Just pull up the front wheel, then the back wheel, suck up your knees and keep your weight central.

best tip is to jump off your back wheel dont hop my friend couldnt double flat and it told hit to jump off his back wheel and he landed it he was stoked.

So do i jump, pull back and then pull foward to level myself out?(i dont get it)

1. where should i place my feet?
2. Should i lower my bars so i can jump higher? there 21h

That's what I do - pull up then push to level out sucking up your legs.
Foot placement doesn't matter, I can do it goofy, regular, fakie, even ski (but don't do that).
Although lower bars help, you don't need to do it - you'll get used to it eventually.
