Take the foldy plate off, as well as the insides of the headtube. Might as well just ride it until it breaks. It's a nice deck.

Bolting the deck is almost useless if you leave the plate on it.

If you think that in sense, the sides can't tighten to the headtube because the plate is preventin it.

The front plate is holding the foldy plates in place. Take it off so that the foldy plates will compress against the neck.

EDIT; Yes, the bars are banana-ed backwards and the left handle is also bent down.
