Yes it is. Basically, there is a little pin inside it so that when you tighten it, it pushes against the deck and puts the brake closer to the wheel, and thus tightening it. But no matter how loose it is it makes NO noise what so ever.

No the wheels that I had were the old ones. They were like Lucky's. The new wheels are apparently pretty fast. Almost as fast as Eagles.
They are nice, really soft and pretty fast. But if you are sketchy they don't last very long at all.
And I'm pretty sure Michael broke another Phoenix?
