You should definitely raw the bars, polish em, and clear coat em. have em the colour of your clamp, not a matte chrome.

Is it really necessary to cover your district with holes. It a district, it not like it too heavy, plus you rode for maddgear for like 2 years so it should feel like nothing to you anyway, even without the holes.
