My Pro Model is bolted and I just tightened the bolts last night, but it creaks and moves up a little. My headset is tight and everything. Does this mean my bolts are too small? I am getting new bolts today so if they are too small what size do I need?

Bolt it, get a FSA headset or just tighten the stock one, and stretch the brake to make it tight. :)
