Envy Aos V2 Problem

Yer so i recently got a Aos V2 and i put it on but i have to make it tight so i don't get headshake but when i don't have any headshake my forks don't spin at all.
I'm not 100% sure but i swear it's because my Phoenix Phorx, my friend tried it with a different headset and everything but it didn't work also he also had Phoenix Phorx.
Is this a known problem or is there something i'm doing that's idiotic?

the headset 'hat' ? might be wrong, otherwise the crown race, or the headset may be in upside down.... idk. its the prosess of elimination dude.

Do you have spacers inbetween the bearing and the top cap? If you dont the top cap grips to the head tube and doesn't allow the headset to spin.

Alright i'll try the sanding down part guys, thanks alot for the tips.
@ Aidan yes i have the compression ring in there.

With Envy Decks they are designed for the Envy Headset and they come with 2 small spacers that go in between the top cap and top headset.

You need something other than the compression ring. There should be 2 spacers inbetween the compression ring and top cap.
